- The minimum age to obtain an Instruction Permit remains at 15 ½ years of age. (You do not need a permit to complete the driver education classroom segment)
- A Provisional License may be issued at 16 years of age.
- A Driver License may be issued at 17 years of age.

Mandatory Driver Education
- Must produce a Driver Education Student Completion Certificate and a Behind-the-Wheel Student Completion Certificate
To obtain a Driver Education Student Completion Certificate, a teen must
- Satisfactorily complete a 30-hour driver education course with a HDOT certified instructor.
To obtain a Behind-the-Wheel Student Completion Certificate, a teen must
- Satisfactorily complete a six-hour behind-the-wheel course with a HDOT certified instructor, or
- Satisfactorily complete a Simulator course and two hours of behind-the-wheel instruction with a HDOT certified instructor
and
- Complete 50 hours of practice driving with a parent/guardian. Forty hours must be in the daytime and ten hours at night. A parent or guardian must have an Affidavit of Student Driving Form notarized and provide it to the instructor before the certificate can be issued. Available for download here.
Warning
All certified driving instructors are issued a yellow Driver Education Instructor Certificate which lists the instructor’s name, company and instructor number and is signed by the Director of Transportation. Instructors are required to display their certificate. Do not pay anyone for lessons who does not have this certificate. (See our certificates here).
Maximum Fees
The State of Hawaii has set maximum fees that instructors can charge for these courses. Instructors can charge less than the maximum, but not more. The maximums are:
- Driver Education Classroom Course – $250
- Simulator Course – $250
- Behind-the-Wheel Instruction – $50 per hour
These are NOT our fees. Ours are significantly lower.
